Inventory the starting point
Ask for an inventory of existing service and route pages, current index coverage and known booking-flow problems. A site with a broken mobile enquiry form needs a different priority from a site with reliable enquiries but poor airport content. Page count alone does not describe the work. Record what is already useful so it can be retained.
Compare deliverables and responsibilities
A useful proposal identifies the owner of each action: who provides fleet facts, who approves pickup instructions, who implements changes and who checks the release. It should distinguish a recommendation from a deployed fix. Ask which access is needed and what happens if the reservation vendor cannot support the proposed connection.
Separate cost categories
Keep agency work, advertising spend, operator-owned software and vehicle operating costs separate. An SEO fee is not an ad budget. A calculator scenario is not a quote. If management or setup fees are unknown, leave them explicitly unentered instead of treating zero as proof that the work is free.
Avoid buying a page quota
Ten useful pages and ten repeated city pages are different products. Request a brief for each proposed URL that states the passenger task, evidence and links. If two briefs answer the same question, consider one stronger page. Do not use a mandatory word count as a substitute for answering the journey requirements.
Review progress without a ranking promise
Agree a review period and record the work delivered, observed search clicks, qualified enquiries and confirmed bookings separately. Index eligibility does not establish actual indexing. Ask how exclusions will be investigated and how booking records will be reconciled. A fixed first-place promise is not evidence of a sound scope.
Apply this to your actual operation.
Use the relevant service scope and your operating market guide to prepare the next step. The booking calculator models your entered assumptions; a free meeting can address the real workflow.
